Use ImageReady. When you start ImageReady go to Window then click on Animation. It gets a little complicated so, hold on to your hat. Once you get that far, you need to have your images ready frame for frame. Then you can organize them and put them in order and even change the time in intervals. Let me know when you have gotten this far.

well, i got my avatar to do what i wanted it to, but i can't get the file size small enough to use on here. i used animation shop 3 from the PSP 3 package and it was really easy to use. now if i can just get the filesize under 128KB, i'll be happy.

i'm trying to get it to spin if you want to know

Use Image Ready. You said you got the image to do what you wanted right? now click the optimized tab. at the bottom you can see what the file size will be. If it is not small enough click the "2 up" or "4up" tab. Then click on the image that has the smallest filesize. You can also play around with the saving settings to decrease the quality and lower the file size. If all else fails, try eliminating some of the frames of animation or the amount of effects used. Let me know if you need more detailed instructions.

the optimize feature can't do animated gif's as it can't process all of the frames and optimize them too.

I am using Adobe Image Ready ME and I can optimize the images just fine.

I first create the image in Photoshop ME, making sure to have anything I want animated on a separate layer.

I then click the "Jump To Image Ready" button on the bottom of the tool bar.

Once in Image Ready I create my frames of animation.

Then click the optimized tab. The image will flash and may decrease in quality a little bit. You can then see the file size at the bottom of the window.

If you still need to decrease the file size click the "4-Up" tab.

4 copies of your image should apear, Original and 3 optimized ones with different pallets and color settings.

Click on the one you prefer to hilight it.

Then go to File, Save Oprimized As, and save it.

Below is a quick animation I did and the various optimized versions I saved. The original .psd is 66.7 kb while the optimized .gifs range from 10.4kb to 8.56kb.

I created my sig and avatar the same way. Let me know if you have any more questions.
