Hi InfinityEye  On 3B after you have downloaded the photo, open it in PS. Then copy the image by selecting all [ctrl+A] (I hope you know these are keyboard shortcuts) then copy [ctrl+C].
Then you go to the image you already have started to make named "glass.psd". Make a new layer and paste the image you just copied on it [ctrl+V]
4a) Still on the layer you just pasted in, select all, [ctrl+A] then go to Filter > Distort > Glass..
Is that any cleare on those steps? I hope so. Sorry if I'm being a bit too basic but I don't know how accustomed you are to Photoshop.
