Apple releases a beta version of its' IP over firewire protocol. I was wondering if there was anything like this in existence in the PC/Linux world? I realize that most pc's are USB2, not firewire. But there seems to be a certain number of XP users that say they can already do this. Is this true?

Yes. XP supports firewire networking. Older versions of Windows support it with additional software, like Firenet that comes with Audigy soundcards.

My question would be... why would you want to do this? You can get gigabit cards for very cheap now which is significantly faster.
