I tried to install some network tools in windows xp sp3, but during the installation it needed the cd and i couldnt find it so i just pressed cancel.

Next time i started up, it crashed at netlogon. (BSOD)
It even crashes in safe mode so theres is nothing i can do.

So now i have tried a windows repair install.. crashes at the same place still.

Can anyone tell me what i can do to fix this issue? perhaps in recovery?

Is your SP3 install from a slipstreamed CD or did you install it over SP2? Provided it's not a slipstream install, you could always try removing SP3 from the Recovery Console and then reinstalling it? Not sure it would fix your problem but it's worth an attempt.

Boot into the Recovery Console by booting from your XP install CD and use the first Repair option to bring up the recovery console. Select the install (if there's more than one) you'd like to work on and then enter your Administrator's password when prompted.

Change to the c:\windows\$NtServicePackUninstall$\spuninst directory and run the following command

batch spuninst.txt and press enter.

You should see a whole load of stuff scrolling across the screen as various files are copied, deleted and registry entries altered. This is normal. Once finished type exit and press enter to reboot the machine.

You might not be able to boot into XP on the first reboot. If the machine freezes on a black screen, reboot and try again. Apparently, once the machine reboots Explorer.exe doesn't run and the Windows icons aren't displayed, you can get around this by CTRL+ALT+DELing, opening Task Manager, click File > New Task and typing regedit in the box to bring up the registry editor.
Locate the following Key...
HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\RpcSs
...and right click ObjectName in the details pane. Select Modify and enter LocalSystem in the value box. Click OK and then restart the system again. Everything should be sorted. You may have to go into Add/Remove programs and run the SP3 uninstaller from there, as well, to completely remove the Service Pack before you can reapply it.

If the above procedure doesn't work, then you'll need to find some way of backing up the data that you want to keep and then doing a clean reinstall of XP.
